What Amendment 25 Actually Does

By mandating supermajority council approval for county taxes, Proposed Amendment 25 diminishes trust in our local government and threatens vital county infrastructure. Despite its claims, Amendment 25 won't deliver better governance, and it jeopardizes the fiscal stability of Clark County.

Empowers A SuperMINORITY

Currently, a simple majority (three of five County Councilors) decides tax policy. Proposed Amendment 25 reverses that: a minority— just two councilors — could block a tax measure the other three support. It essentially implements a filibuster, constraining true representative democracy.

Threatens Essential Services

Proposed Amendment 25 would make it harder for the County Council to fund the services we depend on. This would impact public safety, parks maintenance, noxious weed management, and roads in unincorporated Clark County.

Is NOT a Tax Cut

Proposed Amendment 25 doesn't lower any existing tax, and it doesn't eliminate or decrease county spending. It only changes the number of votes needed to approve future "councilmanic" taxes. Councilmanic taxes are a small percentage — only 8% — of our property tax bills, but they fund most county services.
